How this works
A report is filed, triaged, matched to the utility holding the ground it stands on, and worked. The reference you are given follows it through all four, and every step is written to one trail underneath that nobody can edit afterwards.
Water put into a zone is either billed or it is not. What is not billed divides again into loss this product can evidence, a burst found, a meter proved dead, an illegal connection recorded, and loss nothing yet explains, drawn hollow because that is what it is.
